Global Governance and the Use of Force

Abstract: By addressing a significant gap in the global governance literature that usually neglects the topic of the use of force, this chapter covers instances of flexible response options entailing the resort to force short of war, otherwise known in current just war thinking as jus ad vim, as well as the conduction of government or military operations without force, from implementing sanctions to flexible deterrent options in a “Phase Zero” environment governed by jus ad conflictum. Considered together, these notions become what we call here the “j us ad conflictum–jus ad vim–jus ad bellum continuum” that can be applied in the service of contemporary global governance as a branch of proper and responsible statecraft.
