Abstract:
This chapterpresents and develops the concept of smart specialisation strategies (S3) as a general approach to the problem of structural transformations of regional economies. It presents first the simple rules – prioritisation, operationalisation and entrepreneurial discovery – which form the template of any regional S3. The chapter then addresses the issue of S3 policy design as the combination of two policy logics – a planning logic and a self-discovery logic – and the issue of S3 as a place-based policy. Finally, it provides an in-depth analysis of the process of entrepreneurial discovery and discusses the future of S3.
