Abstract: Dementia makes one vulnerable to elder abuse. So, reducing dementia also decreases elder abuse. There are four main types of elder abuse: physical, psychological, financial and neglect and the benefits of reducing each type is estimated using the victim's preferences. For the first three types, the victim's willingness to prosecute reveals the benefits, and this is how we measure the intensity of elder abuse. Neglect is harder to prove, so a new, three-part test is presented. Evidence of neglect in NHs is shown by the under-provision of HAs. To be an effective elder abuse intervention, it must be multidimensional, integrating medical, social workers, and members of the criminal justice system. The first CBA of any elder abuse intervention is proposed, related to the Elder Abuse Forensic Center Model (EAFC). The EAFC model was highly worthwhile, with a benefit-cost ratio of 5.33. Neglect in NHs was valued at $74,708 per person.
