Abstract:
Chapter 7 compares the levels of compliance of the evaluated ETS with the SMR for ETS design, examining whether the different levels of sustainability have influenced individual results across the ETS, and highlighting examples of real-life second-best approaches that distanced from the SMR due to either practical/implementation implications or political feasibility.
