Chapter 9 in Carbon Markets Around the Globe, 2021, pp 152-171 from Edward Elgar Publishing

Abstract: Chapter 9 provides the results of empirical research on the political economy of the EU ETS in Germany. The chapter shows how vested interests tried to prevent the EU ETS from happening, but countervailing political powers succeeded on the basis of a set of advantageous societal circumstances at least in the early phase of the discussion. It also confirms the general usefulness of the Public Choice approach while also providing first indications of its limits. These limitations will be further scrutinized in chapter 12.
