Feminist governance in North America: manifestations, manipulations and mirages

Abstract: This chapter explores select changes and challenges to feminist governance in North America, with emphasis on Canada and Mexico. Drawing on Rodr'guez Gustá et al.’s three feminist governance models - bureaucratic, participatory, and transformative - we show how elements of these models have manifested across North America. Despite country-specific differences, and fewer regional institutions to diffuse gender equality norms, we point to the prevalence of governance feminism - marketised gender equality mandates and mechanisms - which we argue contribute to feminist mirages, especially for marginalised women.
