Chapter 1 in The Elgar Companion to Transport Infrastructure Projects, 2026, pp 1-6 from Edward Elgar Publishing

Abstract: This chapter introduces the Elgar companion to transport infrastructure projects, outlining its objective, structure, and thematic focus. Transport infrastructure projects have been affected by a broader context of global megatrends, including urbanization, climate change, technological disruption, and fiscal constraints, which collectively challenge traditional models of delivery. This volume adopts a multidisciplinary approach, integrating economic, technical, and policy-oriented perspectives. It is structured around three interrelated dimensions: planning and regulation; construction and maintenance; and financing and economic performance. The chapter highlights the increasing importance of resilience, stakeholder engagement, and governance innovation across all stages of infrastructure provision. By framing key questions and synthesizing emerging challenges, this introduction sets the agenda for a volume that addresses persistent gaps in literature and practice regarding transport infrastructure systems.
