Abstract:
This chapter examines the role of asset management in guiding decision-making across the transport infrastructure lifecycle. It explores how strategic asset management frameworks influence investment prioritization, risk management, and long-term service delivery. The chapter reviews the evolution of asset management practices, focusing on their increasing integration with digital technologies, performance-based planning, and stakeholder engagement. Through analysis of international approaches and institutional arrangements, the authors highlight the shift from reactive to proactive management strategies aimed at optimizing infrastructure value and resilience. The chapter also identifies persistent challenges, including data quality, inter-agency coordination, and the alignment of technical assessments with political and budgetary processes. It argues for embedding asset management within governance structures to support more transparent, evidence-based, and sustainable decision-making. In doing so, the chapter contributes to the redefinition of infrastructure stewardship as a dynamic and accountable process.
