Energy-efficiency audits with specific focus on the industrial sector: policies and implementation
Paolo Bertoldi
Chapter 18 in Research Handbook on Energy Management, 2025, pp 453-472 from Edward Elgar Publishing
Abstract:
Energy efficiency is a key component of climate mitigation strategies. There are several barriers, which impede the implementation of cost-effective energy-efficiency improvements in the industrial sector. Energy-efficiency improvements would result in many additional benefits beside cost-savings on energy bills. Provision of detailed information on energy consumption in industrial plants and on possible energy-saving measures, with accurate economic and risk analysis, can overcome several barriers and trigger the investments. The chapter provides an overview of current barriers to energy efficiency, presents the energy-efficiency policies to overcome barriers, and focus on energy audits as a key instrument to trigger investments in energy efficiency. The chapter highlights policies to promote energy audits, often in conjunction with voluntary programmes and/or energy management schemes. Energy audits are a key step of energy performance contracts by ESCOs. Policy recommendations to foster energy audits in the industrial sector are presented in the conclusions.
