Regional middle powers and ASEAN: Japan, Australia, and India

Abstract: Since its inception in 1967, ASEAN has not only experienced an expansion in its membership which grew from five to ten by 1999 but even of its external linkages with major actors around the world. As an outward-looking regional entity, ASEAN has not only paid special attention to forging close external links with major powers such as the United States, China and Russia but also regional middle powers like Japan, Australia and India. While ASEAN’s engagement with Japan and Australia began in the 1970s, its engagement with India only started in the 1990s. The relationship is reciprocal as it not only serves the interests of ASEAN and its member states but also the interests of the three regional middle powers. For Japan, Australia and India, ASEAN remains a key foreign policy priority and a natural outcome of the necessity to engage the Southeast Asian region.
