The private sector challenge for the Asian Development Bank: some reflections

Abstract: This chapter argues that ADB could engage on a country-by-country or sub-regional basis to determine what interventions are best suited to improve private sector development (PSD) in a given context, taking into account the state of the market, availability of skills, financial deepening, entrepreneurship, and perhaps most crucially, its political-economic history. However, this will likely require institutional reforms within ADB, not just in member countries. The current incentive regime facing ADB professionals and staff has to be carefully reviewed, and any pressure to blindly pursue quantitative lending goals without adequately recognizing ‘real’ field performance in terms of high-quality projects must be avoided. A possible approach to PSD is discussed here with reference to a particular country, namely Bangladesh. It is also observed that in the wake of COP 26, it is vital that PSD is closely aligned with climate-proofing.
