The role of primary care in advancing the Sustainable Development Goals in Brazil

César Pedrosa Soares

Chapter Chapter 5 in The Intersection of Global Health and Sustainable Development, 2025, pp 63-77 from Edward Elgar Publishing

Abstract: This chapter explores the interplay between health and sustainable development in Brazil, focusing on primary care’s role in advancing the Sustainable Development Goals (SDGs). The text is structured in three sections. First, it contextualizes the Sistema Único de Saúde (SUS), the Brazilian Unified Health System pivotal for advancing health-related SDGs in this country. It then delves into the relationship between primary care and SDG achievement, highlighting disparities in health indicators across urban and rural areas and among different demographic groups from the analyses of hospitalization rates for ambulatory care sensitive conditions from 2015 to 2023. The final section discusses challenges, progress and opportunities for advancing the SDGs in Brazil. It emphasizes the interconnected nature of health advancements with broader SDGs, such as gender equality and access to water and sanitation, advocating a holistic approach to meeting the UN 2030 Agenda in Brazil.
