Abstract:
This chapter introduces the Handbook on the Ministerial and Political Advisers, the primary purposes of which are to convey the state of the literature on ministerial advisers in different executive contexts around the globe, and to chart methodological, theoretical, and empirical agendas for the future study of this particular executive actor. The chapter defines the core unit of analysis, explores reasons for the emergence of ministerial advisers on the executive stage, provides a snapshot of what is known about advisers, and sets out the structure of the Handbook.
