Developing a green industrial policy for the European Green Deal

Abstract: The European Green Deal, the flagship initiative of the von der Leyen Commission, aims to make Europe the first climate-neutral continent by 2050. This is not going to be an easy ride. To be successful, the European Green Deal will have to foster broad, paradigmatic shifts in the European industrial structure, such as the ones from fossil fuels to renewables or from internal combustion engine cars to electric cars. As shifting economies from brown to green represents one of the major socio-economic transformations ever seen in history, it is often referred to as an industrial revolution against a deadline. In this context, green industrial policy emerges as a cornerstone of the European Green Deal. This article provides a policy framework for what a green industrial policy should look like, and proposes a set of key recommendations to develop a green industrial policy for the European Green Deal.
