The mediating role of export in the innovation–growth nexus: the case of eco-innovation

Abstract: With the European Green Deal (EGD), environment is the top priority of the EU. It aims to address in a systemic and coherent manner our four interrelated environmental crises: climate change, biodiversity loss, pollution and resource depletion. Since the presentation of EGD in December 2019, the Commission has adopted many strategies and legal proposals. This chapter analyses how the European Green Deal, and notably its “do no harm” principle, is likely to affect research and innovation, through a change of logic in Horizon Europe, but also pushing for more systemic and multidimensional ways of working with researchers. It finally reflects on some of the issues the EU can face with respect to implementing the Green Deal, such as the risk of greenwashing, administrative inertia, the potential lack of awareness of citizens, the overconfidence on models to develop policies or public financing of the transition after the Recovery and Resilience Facility.
