How do we end child poverty? A policy agenda

Kate O’Donnell and Sólrún Engilbertsdóttir

Chapter 13 in Handbook on Child Poverty and Inequality, 2025, pp 213-225 from Edward Elgar Publishing

Abstract: This chapter explores a universal agenda for ending child poverty. While the contexts vary, experience and evidence show that a core policy agenda for action to address child poverty (i.e. both children in multidimensional poverty and in monetary poor households) includes: 1. Expanding child-sensitive social protection, including towards universal child benefits, to reduce child poverty directly and support the effectiveness of other policies and basic service provision for children; 2. Improving access and prioritising funding of quality public services. Ensuring these services reach all children equitably through proactive measures is an important strategy to reduce child poverty. 3. Promoting a decent work and inclusive growth agenda to reach families and children in poverty, including specific interventions for families with children and for poor and disadvantaged young people as they enter the labour market.
