Abstract:
This chapter explains the architecture of UK governance with a particular emphasis on how it impacts transport governance at different levels within the nation state. The approach is historically informed to ensure that the temporal depth of the case studies is understood. The unfolding of different forms of devolution of powers between and within Scotland, England, and Wales is presented, emphasising the asymmetries in capacity to provide that result. The Asymmetric Power Model is applied as a lens to understand the impact of the power differentials.
