Participatory engagement: three potential pathways for impacting public trust in institutions

Abstract: This chapter focuses on the potential causal relationship between an organisation's or institution's participatory engagement of various publics and subsequent public trust in that organisation or institution. Building on extant theory and research, the chapter introduces a framework of three pathways by which institutions/organisations may use participatory engagement to build trust via three different proximate mechanisms: (1) changing public perceptions, (2) improving institutions/organisations, and/or (3) empowering citizens. Next, current research is analysed in light of these three possibilities to identify emerging trends and research gaps. Finally, the chapter proposes future research directions, especially considering arguments made against the use of public engagement to build public trust.
