Moving beyond cycling in support of economic growth: using a capabilities approach to identify infrastructure design principles

Abstract: Over the past 20 years, urban cycling has experienced a particular renaissance in many cities, touted by policy makers and academics alike as a key mechanism through which multiple (economically patterned) matters of concern - congested cities, local and global air pollutants, and obesity and ill health - can be addressed. However, I argue that there is a real danger that under its current narrow economistic framings, only the personal and social qualities of cycling that contribute to achieving such goals are valued. In this chapter, I offer alternative ways of valuing cycling, using a capabilities approach to identify how infrastructure should be designed differently to promote truly sustainable urban mobility.
