Chapter 23 in Research Handbook on Data, Privacy and Competition Law, 2025, pp 532-543 from Edward Elgar Publishing
Abstract:
The Indian government has endeavored to foster competition in the e-commerce sector through a techno-legal architecture named the Open Network for Digital Commerce (ONDC). This “network,” built on Digital Public Goods (DPGs) to foster interoperability in the e-commerce ecosystem, offers itself as a substitute for platforms to fill the “channel gap.” This chapter explains the building blocks of the one-of-a-kind experiment, assesses its strengths and weaknesses, and offers suggestions to improve the workability and efficiency of the network.
