Abstract:
This chapter explores the pattern and form of infrastructure integration within South Asia. This process is explored within the context of the regional co-operation agreement that exists between the states of South Asia, namely the South Asian Association for Regional Cooperation. This is a loose agreement that is essentially led by India and is riven with friction between India and Pakistan. As a result, there has been a very limited formal process of infrastructural integration between these states due to the rivalry between the two biggest states. Where the process does occur, it tends to be on a bilateral basis between India and other smaller states, especially those that are landlocked and need interconnection agreements to secure access to port infrastructure. India is driving this process and is also looking towards better energy links, but is also exploring links beyond the sub-region, especially with East Asia. China has also been active through the Belt and Road Initiative, notably through the China–Pakistan Economic Corridor.
