Abstract: This chapter examines the process of infrastructural integration within GCC states. This is a formal integration agreement between the Gulf states that has a very ambitious approach to the long-term ambitions of the group. However, this has fallen far short of this strategic intent. With regard to infrastructural integration, the GCC has an ambitious agenda in both transport and energy. In the former, large initiatives such as Gulf Rail have made erratic progress. In energy, there has been mixed progress, with electricity systems exhibiting a greater degree of maturity compared to gas, where progress has been more fitful. Infrastructure is important to these states as they all seek to diversify their economies away from a dependence upon hydrocarbons. Thus, progress towards more advanced infrastructure systems, both within and between states, can be expected to continue. Involvement by China within the region has been uneven, as it has tended to focus more on national rather than regional projects.
