Pan-Asian connectivity initiatives

Colin Turner

Chapter 6 in The Asian Infrastructure System, 2026, pp 126-140 from Edward Elgar Publishing

Abstract: This chapter examines the main pan-Asian connectivity programmes. These have emerged from multiple bodies, some intergovernmental, some state-led, and others driven by inter-state co-operation. With regard to intergovernmental initiatives, these are led by international development banks and are largely focused on the trans-Asian road and rail initiatives, where progress has been mixed. The state-led connectivity is led by the BRI, which has been developed to support China's desire to have greater influence on its neighbourhood, as well as seeking new markets for its exports. The final programme was launched in co-operation between Japan, India and the US, under the so-called Free and Open Indo-Pacific Strategies. This is designed as a reaction to the BRI and to ensure the region remains open to all maritime traffic.
