Abstract:
This chapter introduces a conceptual evaluation framework designed to assess transport-related pandemic containment policies through the lens of urban resilience. Drawing upon insights from existing literature and the unique characteristics of pandemics, the framework is structured into four layers: Governance-Transport-Mobility-Resilience (GTMR). Each layer delineates specific aspects, including the establishment of policies, reactions within the transportation system, individual mobility behaviors, and the subsequent evaluation of resilience performance. The framework aims to accomplish two primary objectives: (1) comprehensively comprehend the impact of transport-related policies on urban resilience during pandemics, and (2) integrate diverse data sources to formulate a model for estimating urban resilience. Furthermore, the framework examines the relationship between prevalent transport-related containment policies and the traditional “4R” resilience properties: robustness, redundancy, resourcefulness, and rapidity. To demonstrate the practical utility of the GTMR framework, an illustrative example is presented to qualitatively assess the influence of these policies on urban resilience. Additionally, insights gleaned from the context of New York City are discussed to provide practical evidence and further context to the framework's application.
