Introduction: why do we need a research agenda for ageing and social policy in the 21st century?

Abstract: The introductory chapter sets the stage for a discussion of the central issues of the book, highlighting the main opportunities and challenges of population and individual ageing and presenting the principal approaches of international and national policy on ageing. Particular attention is paid to the development and implementation of international policy frameworks on ageing: Vienna International Plan of Action on Ageing (1982), the United Nations Principles for Older Persons (1991), and the Madrid International Plan of Action on Ageing (2002), as well as policy documents on ageing of the World Health Organization. The process and results of linking research and policy in the field of ageing are discussed on the basis of national (USA), regional (European Union), and international (United Nations, World Health Organisation) activities. The chapter concludes by suggesting ways for elaborating a research agenda on ageing to inform the development and implementation of social policy.
