Abstract: This chapter will discuss historic and current proposals as to how a Basic Income might be implemented; will study feasibility, the constraints imposed by the ways in which social policy is made, and complexity theory; will explore administrative considerations, and the particular question as to who precisely should receive a Basic Income; and will ask what research is now required.
