Chapter 1 in Building Digital Technological Capabilities, 2025, pp 14-38 from Edward Elgar Publishing
Abstract:
The Information Communications and Technology (ICT) sector has profoundly impacted the global economy and daily life over the past two decades. In recent years, governments have focused on the digital economy, a direct result of ICT's global adoption, in every aspect of life and business. As countries strive to enhance their adoption of digital tools and digital maturity, there is a growing imperative for comprehensive digital transformation strategies aligned with governments’ ambitions. Such strategies must include skills development. This chapter presents the importance of digital skills for the digital economy. It underscores the significance of digital skills in fostering inclusive growth, innovation, and productivity. It examines the diverse digital skills citizens, entrepreneurs, professionals, engineers, policymakers, and civil servants require. Furthermore, it focuses on partnerships between government, industry, and academia. With academia, partnerships include educational reforms to ensure comprehensive capacity building across various digital domains, from infrastructure to emerging technologies like artificial intelligence (AI) and robotics.
