Abstract:
The role of the EU CAP is examined in the delivery of good agriculture practice in animal welfare, and the extent to which Article 13 TFEU became implemented in the ensuing EU CAP (2014-2020). Animal welfare in agriculture is characterised as a public good in line with public expectations, with consideration directed to targeting expenditure for animal welfare practices going above the statutory minimum floor with which compliance is required and which direct payments are conditioned upon. CAP rural development quality schemes for agricultural produce and foodstuffs offer support for protected products in contradiction with animal welfare quality. An assessment of the EU organic quality regime follows, and a role identified for an independent EU animal welfare quality scheme and logo. The discussion extends to EU rural development support for voluntary engagement with private farm assurance schemes. The CAP (2023-2027) merits the evaluation of its scope to optimise animal welfare, consistent with WTO rules.
