Refugees and asylum

Jane Freedman

Chapter 24 in Handbook on Gender in World Politics, 2026, pp 151-157 from Edward Elgar Publishing

Abstract: In 2024, the United Nations High Commission for Refugees estimated that there were 108.4 million people who were forcibly displaced globally. And with ongoing conflicts in various regions of the world, as well as displacement provoked by climate change, and various forms of persecution, this figure is not likely to diminish any time soon. Men and women flee owing to various types of persecution, not all of which are fully recognized by the states and international organisations from which they may ask for protection. Gender-related persecution is not recognised as grounds for protection under the 1951 Refugee Convention and some forms of gender-based violence, for example, are still not fully considered by national refugee status determination authorities. The search for protection is in fact becoming harder as richer states attempt to close their borders to prevent people even arriving on their territory to make a claim for protection. Gendered differences exist both in the causes of forced migration and in the experiences and needs of refugees and asylum seekers. But too often these differences are not taken into consideration in national and international policies for protection of forced migrants.
