Abstract:
When and why did the EU emerge as a governance actor in the energy domain? What are the constituent components of EU energy policy, and how have its instruments evolved over time? In answering these questions, this chapter advances three arguments. First, EU energy policy has developed in a punctuated way that combines gradual ideational evolution with moments of rapid policy change in reaction to crises—an evolution that has rendered the distinction between EU and national energy competencies ever blurrier. Second, Russia's invasion of Ukraine in 2022 triggered the most momentous transformation of EU energy policy in quantity (number of new legislative instruments and volume of resources allocated) and substance (unprecedented measures to contain energy prices, diversify suppliers, and accelerate clean energy investments). Finally, the chapter considers the geopoliticization of EU energy policy, notably the tensions between mounting geo-economic competition and the need to globalize the green energy transition.
