Abstract:
This chapter provides an overview of how EU policies and governance for the green economy have consolidated over time. More specifically, it illustrates the way in which environmental objectives have been incorporated in a range of sectoral legal provisions while at the same time modifying the underlying governance settings. It discusses the difficulties and challenges that this process has entailed, looking backwards to the experience of the Europe 2020 Strategy and forward to the new issues arising from the European Green Deal. The case of cohesion policy is analysed in detail to show how the integration of environmental and sustainability principles and objectives has occurred across the subfields covered by this policy, including energy, transport, tourism, and innovation, among others. The conclusion identifies existing research gaps and suggests future research pathways to trace the scope and depth of the linkage between the economic and environmental domains across EU policies.
