The EU as a global cyber actor

Abstract: In line with the growing centrality of emerging technologies, governance, and security in international politics, the European Union is increasingly embedding its digital agenda into its growing foreign policy strategy. However, owing to the lack of a competitive tech industry, the EU's influence in this domain has traditionally been identified mostly through its regulatory power, implemented to protect its digital market. Beyond this perspective, this chapter identifies the EU's role in key milestones of global emerging technologies governance, from the early stages of internet governance to the latest developments in multilateral negotiations in the domains of cybersecurity and artificial intelligence. By focusing on how the EU's involvement in internet governance, digital rights, cybersecurity, and digital sovereignty has shaped its current diplomatic competency in this domain, it expands on the EU's growing tech diplomacy capacity and its strategic positioning as a global cyber actor.
