Abstract: This chapter investigates, in the tradition of John R. Commons's work on expanding labor markets, the magnitude of job offshoring from the United States as well as the types of occupations affected or "at risk." It also describes offshoring's impact on enterprises, workers, and communities, and recommends steps - including expansion of federal trade adjustment assistance - to foster a more prosperous economy in the face of this trend.
