Abstract: This chapter presents a comprehensive overview of Japan's air transport landscape. Japan's domestic air passenger volume has reached historic highs, ranking fourth globally, trailing only behind the USA, China, and India. The international passenger travel sector has consistently grown, particularly among inbound foreign visitors. Japan's approach to air transport policy decision-making is characterised by a committee system, categorised into technological and institutional domains. These committees play a central role in shaping aviation policies and tackling contemporary challenges, such as the imperative of decarbonisation. Committees focused on technological advancements aim to improve airport technology, air traffic control, and safety while fostering innovation through cutting-edge technologies. Institutional committees address issues that encompass airport slots, network management, noise reduction, security enhancement, disaster management, investment, and maintenance. Haneda Airport boasts a distinctive slot allocation system that significantly affects various carriers, with particular consequences for ‘emerging’ airlines. Recent slot allocation outcomes, including the allotment of slots to regional flights, have been thoroughly examined. This chapter provides readers with a comprehensive understanding of Japan's air transport demand, its policy formulation process, and the intricate slot allocation system at Haneda Airport. These insights shed valuable light on the dynamic aviation industry in Japan.
