What role for modern services in Latin America's economic development?

Abstract:
Development is about a broad-based shift from low- to high-productivity activities that generate a large number of decent jobs. Historically, industrialization has been the driver of this structural transformation. But premature de-industrialization, the rise of China, and the rapidly expanding new technological revolution make it highly unlikely that manufacturing will play this role in the future. So, what will be the drivers of productivity-promoting and job-creating structural transformation in the future? That is the $64 000 question, not only, or even primarily, for academics but also for policymakers. This chapter analyzes the potential role that different service sectors can play in economic transformation, as stand-alone services, as systemic enablers, and in conjunction with other sectors. The empirical section of the chapter focuses on Latin American countries.
