Bricolage by institutions: towards the recreation of norms and organizations

Chapter 3 in Dealing with Crisis, 2023, pp 27-45 from Edward Elgar Publishing

Abstract: This chapter uses the concept of bricolage to analyze the ways institutions respond to crises. By examining the case of the Otsu affair of 1891, which was an attempted assassination of the crown prince of Russia in Japan, IIDA demonstrates how institutions adapt existing norms and organizational to cope with difficult situations, and in doing so examines the process of step-by-step institutional change and development. It also describes the role played by individuals in this process and briefly addresses the question of how to enhance the decision-making abilities of individuals to improve institutional capacity.
