Metropolitan Lima in Peru

Teófilo Altamirano Rúa

Chapter 11 in Handbook of Research on Migration, COVID-19 and Cities, 2025, pp 196-212 from Edward Elgar Publishing

Abstract: This chapter discusses the pandemic and internal migration in Peru, focussing especially on Lima. It links the pandemic casualty rate to Peru's history of political-economic instability, healthcare vulnerabilities, and population pressures. It outlines the return migration trends in the wake of COVID-19, followed by the documentation of responses of governmental and non-governmental organizations to the pandemic. The chapter outlines certain predictions vis-à-vis the pandemic, return migration, and cities and argues that return migration has led to increased rural urbanization and shifts in the labour market, resulting in hybridized rural-urban labour formations. The final objective of the study is to contribute to a better understanding of the new migration pattern including return migration. This is expected to enable governmental and non-governmental agencies to protect the rights of the returning migrants, during the process of their adaptation in their home communities, and ensure the wellbeing of their families and homeland.
