Institutionalizing an origin country's system to assist crisis-affected migrant workers

Abstract: This chapter analyzes the Philippines’ institutionalized provision of social protection services to her crisis-affected migrant workers in destination countries. The Philippines’ long history of organized migration management has enabled the country to systematize crisis response efforts (especially as crisis-stricken migrant workers mostly come from host countries’ major cities). Four cases of post-pandemic migrant protection issues will be presented here (e.g., illegal migrant worker recruitment, civil conflict), leading to a migrant emergency management and protection (MEMP) framework that the Philippines has been rolling out. MEMP cements its place as a major intervention in overall migration management efforts by origin countries.
