Livelihood initiatives for and by IDPs during COVID-19 in Kabul City, Afghanistan

Abstract:
The COVID-19 pandemic affected almost everyone in many countries; however, vulnerable populations such as internally displaced persons (IDPs) in Global South cities like Kabul were the most severely affected by the pandemic. Therefore, this study examines the initiatives taken for and by IDPs to manage their livelihoods in the informal settlements or IDP camps of Kabul city during the COVID-19 pandemic. Based on desk research and empirical qualitative data collected through focus group discussions, the findings of the study show that various actors, including the IDPs themselves, took initiatives, but these were insufficient. In comparison, the findings indicate that the initiatives of international actors for the IDPs were more helpful than those of local actors, such as the former Afghan government, local NGOs, and foundations, as well as the initiatives undertaken by IDPs themselves.
