WIPO’s action plan on intangible asset finance

Abstract: This chapter explores the evolving field of intangible asset finance and outlines the strategic role of the World Intellectual Property Organization (WIPO) in mainstreaming the use of intellectual property (IP) and other intangibles to support access to debt and equity capital. Against a backdrop of growing recognition of intangible assets as critical drivers of enterprise value, the chapter examines systemic barriers that continue to impede their financial utilization, ranging from valuation complexity and regulatory limitations to illiquidity concerns and investor unfamiliarity. Drawing on empirical case studies from China, the Republic of Korea, Singapore, and others, the chapter highlights diverse policy interventions and institutional frameworks that aim to overcome these obstacles. It also delineates emerging private sector innovations, such as collateral protection insurance and IP-based lending products, as well as the catalytic role of development banks. Central to the discussion is WIPO’s Action Plan, which combines policy advocacy, operational tools, and stakeholder convening to drive a transition from policy-led experimentation to market-driven deployment of intangible asset finance. The chapter ultimately argues for a coordinated, multidisciplinary approach to unlock the full potential of IP and intangibles in global financing systems.
