Abstract:
In 2019, the Brazilian city of Fortaleza joined the UNESCO Creative Cities Network (UCCN) and was awarded the Creative City of Design position. In addition to the title endorsed by UNESCO, Fortaleza presents problems common to cities in the Global South related to high levels of inequalities and various forms of marginalization. In this context, this study aims to discuss the inclusive organizing of the creative city of Fortaleza in Brazil, situated in the Global South, through innovative city management based on culture-driven co-creation processes. Despite the uncertainty about the future of planned inclusive organizing projects, achieving real inclusion can be challenging. It was observed that Fortaleza demonstrates a shift towards more innovative urban management, focusing on co-creating sustainable cultural, educational, scientific, artistic, and creative practices. This effort aims to foster inclusive spaces that span across various territories within the city's creative design district in the Global South.
