Abstract: Chapter 27 discusses the author's transition from academic scholar to active participant in penal policymaking, based on his experience advising Italy's Minister of Justice, Marta Cartabia, during the government of Prime Minister Mario Draghi (2021–2022). It offers a critical reflection on six key factors that shape penal policy from within: political dynamics, the influence of senior officials within the Ministry of Justice, pressure from interest groups, budgetary constraints, legislative timing, and the role of the media. Drawing on this insider perspective, the chapter examines how these interconnected forces can both hinder and shape reform efforts, often requiring negotiation, compromise, and strategic timing. It concludes with broader reflections on the role of legal scholars in the policy arena and the challenges of contributing to meaningful reform within political and institutional constraints. The chapter ultimately highlights the importance of bridging academic insight and policy engagement in contemporary criminal justice systems.
