Institutional and judicial leadership of the first female chief justice in Ethiopia

Abstract:
Ethiopia had seen its first female chief justice, Meaza Ashenafi, appointed as President of the Federal Supreme Court in November 2018 to lead the judiciary and the Council of Constitutional Inquiry (‘CCI’) until her resignation in January 2024. Whilst female appointments shall be celebrated for their symbolic contribution, the purpose of this chapter is to look beyond the descriptive gender representativeness and review its significance in bringing substantive representativeness. The chapter has underscored that the Chief Justice was aware of her all-round representative role from the outset to gauge her contribution to gender mainstreaming in the judiciary. In this regard, this chapter reviews her role in spicing up the institutional arrangement, legal framework, and constitutional jurisprudence with a view of creating a gender responsive judiciary. Accordingly, it concludes that Meaza Ashenafi exhibited features of a feminist leader by integrating gender in all aspects of judicial reform process initiated during her leadership.
