Abstract: This introductory chapter sets out the aims and structure of the book, which are to map a substantive and critical introduction to housing and human rights in the present moment, and, drawing on longstanding debates over the role of human rights in housing, to move the field toward housing justice. It then defines two of the book's central concepts: first housing and then human rights. Housing exists across multiple scales and plays many roles: shelter, dwelling, home, financial asset and housing policy are identified as key concepts here. The chapter then explains the author's understanding of human rights as political projects of claim and struggle, drawn from the work of Jacques Rancière. The chapter clarifies that rights are located at the nexus of the legal and political, with law playing a key role in legal subjectivity and personhood.
