Transformative regional innovation policy globally: state of the art and issues for future research

Abstract: This concluding chapter distills lessons from 22 global cases of Transformative Innovation Policy (TIP), focusing on how TIP principles are embedded—or remain absent—in regional innovation governance. The analysis reveals that institutionalization pathways differ widely—from formalized EU multi-level frameworks to centralized mission models in East Asia, and from decentralized experimentation in the Americas to hybrid and civic-led approaches elsewhere. Despite these differences, regions face similar constraints, including limited governance capacity, marginal integration of inclusion, weak reflexive governance, and insufficient space for policy experimentation. The chapter also identifies underexplored research frontiers, including the role of external context in transformation failures, the integration of firm-level capabilities, the assessment of societal acceptance, and methods for capturing the sustainability dimension of TIP. These insights frame a forward-looking agenda for advancing transformative regional policy.
