Energy diplomacy

Hrushikesh Mallick

Chapter 35 in Elgar Encyclopedia of Energy Economics, 2025, pp 136-140 from Edward Elgar Publishing

Abstract: Energy diplomacy acts as an instrument of foreign policy. It safeguards the economic and energy security of nations in terms of availability, reliability and affordability of energy through channels of economic and trade ties with other nations. The resource-rich oil countries who export their surplus crude oil to other consumer countries are at the centre of attention as they are the power house of energy and source of political diplomacy. They have emerged as the economically powerful nations after nationalization of their oil companies. Many developing countries as significant importers of conventional crude oil resources also exert economic and political influence on these energy-extracting-exporter nations depending on their international relations with them and other countries, considering oil embargoes and sanctions imposed by economically powerful nations based on their economic and national security interests. Oil diplomacy or petroleum politics has been an important aspect of geopolitics of the Middle East since the early 20th century. The onset of extraction of energy from alternative sources including renewables (wind, solar and biofuels) and increasing concern regarding climate change and changed geopolitical relationships is going to determine the balance of power concerning oil diplomacy in this 21st century.
