Chapter 8 in Public Sector Technology Transfer, 2024, pp 126-130 from Edward Elgar Publishing

Abstract: Chapter 8 introduces a new metric to quantify technology transfers from SBIR and STTR Phase II projects, namely, the U.S. sale of the rights to Phase II project technology. Such a sale is indeed a technology transfer. Controlling for aspects of human capital and technical capital, a covariate with such sales is the presence of Phase III funding.
