China's public finance: an introduction

Linda Chelan Li

Chapter 1 in Handbook of Public Finance in China, 2026, pp 1-12 from Edward Elgar Publishing

Abstract: Public finance is arguably the perfect prism to understand the role of the government in society and the economy. Fiscal reforms have led to the roll-out of economic reforms in China since 1978 and the subsequent ‘China miracle’. The Handbook of Public Finance in China systematically disaggregates this enormous subject into 19 aspects authored by renowned scholars and specialists. Together, they offer a deep and reader-friendly analysis of the core issues, their historical trajectories and thoughts on the way forward. This Introduction provides a succinct guide to reading of the Handbook. It highlights the inter-disciplinarity of public finance inquiry – not only across the diverse range of matters under the public purse but within each subject matter, and the salience of normative questions as well as positive analysis. Its narrative makes it, in itself, an important and informative account of China's Public Finance.
