Inequalities, transparency, and participation in public finance governance

Abstract:
Public participation in public finance governance includes participatory budgeting, grassroots-level spending consultation, transparency initiatives, and other participation mechanisms in public finance, and they constitute an essential part of participatory governance mechanisms in contemporary China. The quest for representation and transparency in public finance governance is born out of perceived inequalities in the distribution of scarce resources. However, there is a gap in the literature that analyses participatory budgeting in the context of redistribution of public resources and societal inequalities. This chapter proposes a new interdisciplinary research agenda that comprehensively analyses public participation in public finance governance. The chapter also analyses the thematic and methodological differences in Chinese and English language literature on participatory public finance governance in order to bridge the gap between these two sources of knowledge production.
