Development of the resilience capacity of people by linking disaster prevention facilities with tourism: case study analysis of ‘TestiMone ARIDA’, Arida, Wakayama

Abstract: In the years following a major earthquake, people may remember the devastating event, but these memories fade over time and awareness of the crisis eventually fades. Then, how can local resilience capacities be created to prepare for unexpected disasters that may occur in the future? How can socio-economic systems be established to enable citizens to prepare for disaster during normal times? In an attempt to answer these questions, this study proposes the concept of ‘developing the resilience capacity’ of people by employing a case study analysis of the Arida Mikan Kaido Kawan district evacuation centre concept in Miyazaki Town, Arida City, Wakayama Prefecture. In this district, the related parties agreed to develop tourist facilities, including an Italian restaurant called TestiMone ARIDA, and to use the area as an evacuation centre in the event of a disaster.
